Yemen receives roughly $0.60 per person in climate finance against a $15+ average for comparable fragile settings — not for lack of need, but for lack of accredited, ready counterparts. The window is procedural, which means it is winnable: readiness support up to $7m per country, and a concept-review track cut from eighteen months toward six weeks for prepared applicants.
