Standards do not operate themselves. Every framework the first two lines build lands on a person — an officer who runs the control, evidences it, and sustains it between examinations. Line III forms those practitioners, deliberately, as a craft is formed: by practice, under supervision, to standard.
§ Why formation is a line, not a course
Yemen's institutions do not lack intelligence; they lack formed practice — the compliance officer who has actually run a screening case end-to-end, the finance officer who has closed a donor-standard report, the examiner-ready file built by hands that have built one before. A lecture cannot transfer that. Supervised practice can, and it is the only thing that can.

Pathway 1
Structured Internship
A defined pathway with real work, real supervision, and a portfolio at the end that is evidence, not attendance — the entry gate to the profession, run to the firm’s own standard.
Pathway 2
The Aden Graduate Fellowship
A cohort programme for the strongest graduates: the standards curriculum, live case practice inside real engagements, and formation under the firm’s senior bench. The fellowship is selective by design.
Pathway 3
Institutional Capability
Formation delivered inside a client institution — built around its actual controls, its actual files, its actual examination calendar, so the training lands as operated capability, not a binder on a shelf.

LINE III · THE FORMATION PRINCIPLE
§ The standards curriculum
The curriculum is built from the standards the sector is actually being measured against — the Basel framework, the FATF recommendations and the MENAFATF track, AAOIFI and IFSB for the Islamic field, IFRS 9, and the fiduciary frameworks of the financing partners. Each module is a case run to completion: a screening case worked end-to-end, a questionnaire answered defensibly, a control implemented and evidenced.
Integrity & screening
Sanctions architecture, Arabic-first name resolution, ownership tracing, the case file that survives review.
Prudential practice
Basel logic as an operated reality — capital, liquidity, the examiner’s file, IFRS 9 in the ledger.
The Islamic field
