The door for the independent practitioner is narrowing
Three things are true at once about how senior expertise reaches this region. None of them is in a practitioner’s favour.
The IMF’s expert roster asks ten or more years inside a central bank or finance ministry simply to be listed — and listing guarantees no work. UNDP’s vetted rosters set a technical threshold and a fixed validity window, then say the same thing plainly.
The World Bank is moving away from engaging solo short-term consultants, consolidating the same work into framework agreements with large firms. The practitioner keeps the expertise and loses the contracting channel.
Global expert networks sell hour-long calls at scale. That machinery does not survive contact with a fragile context, where the unit of work is a scoped mandate and accountability on the ground.
The channel is closing exactly where Yemen’s work is growing. This register is the counter-move.

At most four primary specialisations
A fifth claim is dropped rather than scored. Breadth is not a credential here; a narrow claim with evidence is stronger.

Two referees for a practice-line claim; one sample deliverable for a horizontal claim. Referees are approached after technical review.

Five working days from a complete file
A deferred file names the missing evidence and return date. A declined file is told why, once, in writing.
